FNF Scholarships for Non-EU Students: Higher Studies in Germany
The Friedrich Naumann Foundation for Freedom (FNF) offers competitive scholarships to support outstanding international students pursuing higher education in Germany. For motivated non-EU students, this scholarship represents a strong pathway into Germany’s academic and professional ecosystem.
Who Can Apply
FNF scholarships are primarily intended for committed and high-performing students enrolled in full-time higher education programs in Germany. Applicants must demonstrate strong academic merit and active social or civic engagement.
Important Eligibility Notes (Non-EU Students)
According to FNF guidelines:
- ❌ Scholarships are not available for Bachelor programs for foreign non-EU students
- ❌ Not available for second degrees, part-time or distance programs
- ❌ Not available for short-term projects (internships, language courses, travel grants)
- ❌ Not available if studies are in the final completion stage (minimum funding: 2 semesters)
Students must therefore plan their application timing carefully.
Required Application Documents
Applicants must upload individual PDF scans (max. 5 MB each) in German or English. The key documents include:
- Curriculum Vitae (max. 2 pages)
- Identification document (passport/ID)
- Non-EU applicants must include visa/residence status pages
- University admission or certificate of enrollment
- High school graduates may submit later but must provide at admission
- Qualifying diploma/degree for intended study
- If not yet available, latest interim report may be uploaded
- Academic transcripts (Table of Records, Bachelor/Diploma if applicable)
- Certificates of vocational training or professional experience (if applicable)
Letters of Reference Requirement
Applicants must arrange two academic references, depending on study stage:
- High school graduates: 2 teacher references
- Freshmen: preferably 2 university professor references
- Students (2nd semester and above): 2 professor/scientific assistant references
- Master applicants: Bachelor program reviewers accepted
References are submitted directly by reviewers through the FNF online system.
Why Early Planning Matters
Given the structured eligibility rules and documentation requirements, non-EU students must prepare well in advance—particularly regarding program eligibility, academic positioning and reference readiness.
